To my fellow Filipino Planning Engineers, I would like to start my piece with my guiding principle which helped me achieved what I am now, — “Opportunities don’t happen, you create them”.
Let me share with you a short story about myself. I started my career as an Office Engineer in Saudi Arabia way back 2002. After few years of experience in the Philippines I was given the chance to practice my profession as an Engineer in abroad. I did enjoy my work during that time but still looking for brighter opportunities. As I get along with my fellow Engineers, I came to know that one of the most in-demand work for Engineers is in Planning and Scheduling.
With my desire to be one of the best Engineers in the field of Planning and Scheduling, I started to learn how to become a Planning Engineer. At first, it wasn’t easy; I started to buy a lot of books as a reference and tried to familiarize with the Project Management software. When I began learning the basic principles of planning through the Project Management software, it wasn’t easy for me because I do not have anyone with me to seek some advice; I tried to do everything on my own.
But I keep going on and never give up, navigating the hands of time makes me realize that life is always a journey. Unless we have reached our destination, the journey never ends and unless we stop dreaming, opportunity continues to flow. Like Filipino Planning Engineers Association (FPEA), it continues to maintain its Values, Integrity, Quality, Services and Excellence.
Fellow FPEA’ns, we cannot achieve all of these without the great sacrifices of our FPEA’n Heroes, allow me to thank the following founding members, Engr. Marlo R. Bumatay, Engr. Axel E. Quezon, and Engr. Charlestone Joseph A. Orbe, Engr. Mary V. Ledesma and Engr. Susana O. Nacario, Engr. Glecyca C. Maranan, Engr. Jowell C. Cando, Engr. Delfino De Leon, Engr. Medel F. Dalida, Engr. Danilo L. Chan, Engr. Allan C. Algado, Engr. Dante G. Paubsanon, Engr. Emilio M. Manalo, Engr. Clifford L. Testa, Engr. Allen D. Nacario, Engr. Elvin D. Fajutagana, Engr. Aurora M. Asda, Engr. Asuncion V. Lopez and other founding members.
But most of all, the greatest protagonist in our association is all of you my dear FPEA members, who always support our organization and has greatly contributed to the success of the Filipino Planning Engineers Association (FPEA), who dedicated your time, talent and resources in order for us to achieve the laurel of success our young organization has garnered.
Let me emphasize with you, most especially to all members, that being a member of this organization – the Filipino Planning Engineers Association…. is very significant. Significance in the sense that we are aiming a quality of the Filipino Planning Engineers. We, Officers and BOD are serious in our plans to conduct trainings in order to enhance your knowledge in Project Management, Planning, Scheduling and Controlling, Cost Control, Programming Techniques, Risk Management, as well as Extension of Time (EOT) Claim and a lot more.
We didn’t form this organization just to gather the Filipino Planning Engineers but rather we formed this with the purpose of producing quality Filipino Planning Engineers and should be globally competitive. Together we will build the name of FPEA, a name of quality, excellence, and integrity, an association of globally competitive Filipino Planning Engineers.
Together, we can build a new and more progressive Filipino Planning Engineers International, and this will make us attain our dreams of giving a bright future to our families and even to our children’s children. Let us be one in the attainment of our Vision and Mission – that is to formulate a unity and maintain the equality among the Filipino Planning Engineers, and to promote, enhance and impart the power of knowledge and development about planning and scheduling, cost control and programming techniques as well as project management as a whole.
As I end my piece, I would like to challenge each and every one – if you dreamt of a brighter tomorrow then do something about it. Don’t wait for anybody else to do it for you; no one can ever do it, except you. As I said, OPPORTUNITIES DON’T JUST HAPPEN, YOU CREATE THEM! SO KEEP ON PLANNING!!! From the bottom of my heart… I salute you all my fellow FPEA’ns, Mabuhay ang Filipino Planning Engineers, Mabuhay tayong lahat at Mabuhay ang Pilipinas! Maraming Salamat.
Consider how things have changed since FPEA was founded. Officers have shown their efforts and unconditional services in conducting trainings for continuous professional advancement among members. Members have benefited out of these trainings and it helps them build self confidence in their environment working with other nationals. I admire Engr. Danny Chan – COCPA Chairman and his members for being dedicated and sincere in facilitating the trainings we conducted.
Our primary goal of increasing the number of members was attained and even we have now FPEA Chapters in Brunei, Saudi Arabia and in our very own Philippines. I would like to credit on Engr. Allan Algado – Chairman of Committee on Membership and his members for being patient and organized in processing the approval of membership applications. As of this time, we have a total of more than 500 members all around the globe.
Group discussions and forums were established to answer the queries of members who encountered some difficulties in their work. The undying support of Pres. AP (Wizard in Primavera software for Planning and Scheduling) in responding those queries gives inspiration and additional self confidence among our members.
Despite all of these, our organization is still aiming to increase efforts for the benefit of our organization and our profession. We will help each other to make this effort successful. It is a fact that Filipino engineers are globally competitive. We must not be contented with being a subordinate if we know that we deserve to lead. Some people don’t get what they wanted because they are afraid to say what they want.
We have a good education and we are a hardworking people. We had encountered so many struggles and hardships that we are ready for whatever more to come. We should believe in our capacity as Filipino Planning Engineers, if we don’t believe in ourselves how can we expect others to believe in us. Manny Pacquiao believes in himself so he did it inside the ring.
My colleagues in FPEA, we only live once and sometimes opportunity knocks only once and if we don’t open the door of opportunity, we will miss that great chance of our life.
Someday, as we sit in our rocking chair back home, reminiscing our days as expats, with all our gray hair, blurred visions and nearly deaf ears, wouldn’t it be nice to think that we used our God-given gifts to full potentials? Wouldn’t it be nice to talk to our grandkids that we worked not only as subordinate but on equal footing to other nationals?
Let us not make our family only happy with the money we send every month. Let us also make them proud and show to them that we not only survive but we will show to them that we excel as best engineers working in other countries. Let us unite and help each other only Filipinos can. Let us believe in ourselves and let us believe that we can be better than where we are right now.
With that said, I wish each and every one the best of luck. God bless us all.
1st Vice President (2015-2016)
FPEA No. 0002
I worked in different prestigious Contractor Company’s in the Philippines for over 16 years (1989 – 2005) as Project Engineer / Project Manager until I decided to change my role into Planning and Scheduling. In view of my interest to work outside the home country, I had given a chance to land a job in the Middle East (Dubai UAE and Doha Qatar) with a certain task to perform a heavy Construction Planning and Scheduling for a period over 10 years (2005 up to present). I have been involved in different fields of Construction and Supervision Contract. I’ve been party to turn-over the completed multi-billion dollar Cost of Projects in the Philippines and Middle East Countries.
As time elapses by decades, the key performance indicator (KPI) of my career path revealed that the great opportunities for me are in Planning and Scheduling of which I focus on.
Sometime in July 2011, I’ll be one party who proposed for the creation of Planning Engineers Organization in Doha State of Qatar. The unique organization name: Filipino Planning Engineers Association (FPEA) was formally recognized by the Philippine Embassy in Qatar on December 2013. FPEA now successfully exists, survived and continuously growing.
The ‘’Filipino Planning Engineers Association’’ (FPEA) was created in order to provide assistance (not financial but educational) for all Filipino Planning Engineers but not limited to all Filipinos aspiring to be future Project Planner working local and international.
FPEA’s intentions for the members are: to build-up self-confidence and to broaden their understanding towards expertise in the field of Planning and Scheduling; to become updated to the current version of Primavera Project Planning Software (P6) and to activate the members for their job readiness and competitiveness to any battle of Project Management, Planning & Scheduling globally.
When the FPEA conducted many interesting topics during the Seminar related to Project Planning and Scheduling and others pertaining to Contract Management where most of which I have attended, I learned and discovered a lot of advanced information (tips & tricks and techniques etc..) in Primavera’s functionalities and its usage.
Based on my own assessment, most of the advanced knowledge and technique in Primavera can be acquired and developed through FPEA’s Seminars and through responses from the brilliant ideas of FPEA members. Added knowledge is coming from the sharing of ‘’Questions & Answers’’ through the ‘’On-line’’ communications via Facebook, Viber and WhatsApp, nonetheless, the largest amount of excellent thoughts are coming through the ‘’One on One’’ teaching from the mentor of all mentors, FPEA Founding President, AMP.
Now that the FPEA Website is already accessible and working fantastically, all Questions and Answers can be found in the forum section. I would encourage everyone to be a member of FPEA in order to access all queries, answers and discussions in the website.
Each day, the situation is changing and unpredictable. Termination of Services from current Company is unforeseeable and probability to lost job can happen anytime. Losing of current job is not our choice, but we can do something better to stand firmed and stronger by strengthening our own foundation, but how? By doing it alone, the long process is required, without help from other is too complicated especially if we do not have the proper support and back-up.
In light of these, we need companions and connections, we need expert people surroundings us, we need community and therefore, we must need to be a component of the Filipino Planning Engineers Association (FPEA) in order to sustain our knowledge and increased self-confidence, capacity and capability.
Gratefully to say that being FPEA member is an investment. We should always ambition to be an asset to any organization. Opportunities never lost, it will stay forever with the persons who are capable and has the authority to embrace it. I believed that FPEA is a well-built organization for our career’s foundation and therefore, opportunities will increasingly stay on us but we need to do our part. We need to Plan, Execute and Monitor the ladder of our success. Success is intentional; this will never grow for doing nothing, you must generate them.
If you are FPEA non-member and dreaming to be an expert in Planning and Scheduling, try to become a member of FPEA and you will discover the beauty of your dream.
If you are still struggling with your present role and you want to develop further your skills in Planning and Scheduling, I encourage you to attend FPEA seminars to get rid of your uncertainties in Planning.
If you have thousands of activities in a complex project and sometimes you don’t know what to do and how you will manage it, then, try to be a member of FPEA and you will discover unsolicited advices from the expert.
If you want to be a proud Planning Engineer and wants to meet brilliant Planners, you MUST be a member of FPEA.
Likewise, if you want to prosper in your career, then, you need to PLAN your future by setting a goal and list down the requirements on how to get there. It’s not yet late to join and be a member of FPEA, better to decide right now rather than tomorrow because even the Creator of the Universe has a better PLAN for you. Maybe this is the right time.
Let me share to you one of my favorite Verses: Jeremiah 29:11: For I know the PLANS I have for you, ‘’declares the Lord” PLANS to prosper you and not to harm you, PLANS to give you Hope and Future’’.
Dear fellow Filipinos, what are we waiting for, pause for a while, meditate, discern and decide where you want to see yourself for the next couple of years. If you wish for an improvement in Planning, try to join us and we shall assure you, you will never regret.
Most of all, be generous in everything, do not forget to share our blessings with others (the lessons learnt from FPEA). Invite your relatives, friends and others whom you want them to succeed; encourage them to have links with FPEA members to experience cheerfulness in their heart.
Lastly, I would like to extend my deepest gratitude to our FPEA Founding President, AMP and to all existing BOD’s, Officers and Members. Good luck to the new set of Officers and welcome to the new Members. For the none-FPEA members, the entrance for improvement is open for you, what you need to do is to step forward to come in and start discovering the excellent way towards Success.
FPEA’ns and Family, God Bless Us All. May the Heavenly Father guide us always in every decision that we will make.

Having an impressive website is great but what will make the FPEA greater will always be the people behind it. They are the leaders and members ready and willing to serve in proactive participation for the attainment of the group’s objectives.

Dear Fellow FPEA’ns,
I am greatly honored as I was one of the few members then that our affectionate Founding President, Engr. AP selected to be part of the prestigious and continually growing Filipino Planning Engineers Association (FPEA).
If I can recall, it was during our group class when Pres. AP divulged his plan on establishing an organization, which intends to support our fellow Filipinos excel in the Project Management industry and enhance their skills in construction planning and scheduling. Back then, Pres. AP used to join international web forums and orchestrate “one on one” or “group workshops” to promulgate his vision, knowledge and skills to our fellow Engineers and Professionals in order to grow and become competitive. Special thanks to you Sir AP!
I felt reluctant and flattered at the same time because of all the people Pres. AP, knew I was one of his selections. A question popped into my mind – “why me and especially others whom I felt more deserving?”. Deep in my thoughts though, this will be a chance to accomplish one of my dreams – you may search for my name in Google to find out more.
Kidding aside, it was because of Pres. AP’s encouragement and having a common goal – to back Filipinos and strive excellence in the world of Project Management. On top of that, being a patriot solidifies my decision to be part of FPEA. What happens next was a 2-year exceptional experience and service that adds to the history of FPEA.
As the Chairman of the Committee of Membership (CoMe), I thank you all FPEA’ns who cooperated and supported the committee for almost 3 years under my term. Sad to say though is nearly ending. I hope that during my term, the Committee has served FPEA’ns well.
The secret of the group’s success did not come from me alone but also the collective effort from the officers behind me (some are currently here and some are already outside of Qatar) that treated the group as Family. They managed, dedicated and sacrificed time & effort to make the CoMe Team more efficient. They treated CoMe as their second job despite of pressures and obligations at their real work and daily lives for the sake of FPEA. To you my Lovable Team (you know who you are) – GOOD JOB!
FPEA is my second FAMILY! I may be leaving the chairmanship but not FPEA. I will continue supporting the new BOD’s and the organization in any way I can as needed. I urge my fellow FPEA’ns to continue to support the new set of Board of Directors and the organization by providing ample time, skills and knowledge and a dedication almost like their second family for the organization to grow larger, stronger and better than ever with God’s providence.
Before I close my message, I want to leave this to all my fellow FPEA’ns – wherever we are in our lives, whatever commitment, hardships and sacrifices we are now into, it will all pass if we are surrounded by those people we call FAMILY. Again, to my second family, Kudos FPEA.

With the creation of FPEA’s website, many say it’s informative which I agreed. But more than that it is the expression of FPEANS leadership commitments to add more values to what we should become as Planners. We salute the committees and the leadership dream team, you have our full port.”
